Charity and Public Sector Partners Meeting is held between charities and senior NHS and Council officers. This meeting will replace the old Voluntary Sector Compact. The aims of this meeting are simple, to improve communication and tangible joint working between charities and the public sector.
The first meeting took place in mid-December 2024 and since then we have been working together to create a framework document that outlines how we can best work together and trying to better understand our respective challenges and priorities. Whilst this document is not an end in itself, it is intended to make clear our intentions and the way we will work together in challenging times. The agenda will be set by all, and the chairing will rotate between charity leaders, the Council and NHS to ensure leadership is shared. Sutton First Commissioning

- The following draft definition was tabled for discussion
'A Sutton First approach - Where regulations allow and Sutton-based organisations possess the necessary delivery experience, expertise and capacity to deliver at best value, commissioning and funding partners will commit to either stipulating or heavily incentivising the selection of a Sutton-based organisation.
This approach can only apply to future commissioning and funding opportunities, existing contracts and grants remain unaffected.
Our approach is to assume 'Sutton First' when the above criteria are met; if this approach is not possible, the reasons for taking a different approach will be clearly explained at the commencement of a commissioning or funding process.'
The following points were made:
- If we agree on a definition, how do we disseminate this across the commissioners in the council and health so that we have one approach. Everyone needs to understand the approach including the wider CCF.
- Can we add something at the start about the purpose (why commissioning charities is beneficial for Sutton)?
- Consider adding in the thresholds at which this applies/doesn’t or the links to the thresholds to the document.
- There needs to be a discussion on CICs and when they are eligible or not.
- The definition will need to be tested, so we should agree something good enough and then develop it via usage

- There needs to be a wider conversation between the commissioners and the sector about what can be done and what cannot, to build understanding on each side.
- We need to ensure early engagement and how we apply the principles is important - open, honest and transparent. The feedback loop where relevant opportunities are brought to this group

- Dino gave an overview of Sutton PCNs and said they were keen to work with the wider CCF in local neighbourhoods
- There was a long discussion about data sharing and it was agreed that some work could be done on anonymised data, perhaps via trend analysis to see if we can make the best use of data we do have and can share.
- For non-anonymised data it was agreed that this was a future challenge and beyond resources available.
- There was a discussion about Integrated Neighbourhood Teams (INTs) and it was still felt that, while some charities attended, that four meetings were difficult to interact with. One meeting was suggested.
- Michelle referenced the new NHS guidance on neighbourhood working and it was agreed to circulate this.

- Simon gave an update on the planned Charity Conference - any suggestions please contact Simon.
- Cllr Marian James thanked the sector for their hard work and colleagues thanked Marian for her hard work and support.
- Fern gave an update on the Financial Resilience Fund - LBS received bids for £650k when the total amount to fund was £350k. 8 successful groups and will share details of the groups soon. Contact Fern for any further information.
Supporting Charity, Community and Faith groups - investment in new infrastructure contract
- A brief introduction on the award of the infrastructure contract which will start in April 2026
Funding opportunity - New Crisis and Resilience Fund 2026-29 -
- Key discussion points:

- Can the funds be used against existing monies allocated by the council i.e the prevention fund?
- What's the maximum groups can apply for?
- Look at mixture of funding so be flexible some groups might want 3 years whilst others 18 months etc
- Having some carers data to feed into this
- Generally, everyone was okay with what was presented. The information has to go to committee on the 16th before anything can be sent to the groups
- Timelines - there was no issue with this.

- Imran gave a brief overview of the Healthy Lifestyle Funding and Sutton exploring a Crowdfunder platform. CAS will be leading on this, A meeting to explore crowdfunding to be set.

Work needs to be done to better coordinate charities and the NHS/INTs

Work will be planned to explore how data can be connected and shared between the NHS and charities.

Finance and capacity issues for Charity Community and Faith organisations was acknowledged.

Better join up is needed around work on learning disability, Family Hubs and the use of Universal Care Plans, limited capacity and funding for CCF, CYP and building on what we already have.

More works needs to be done around issues facing children and young people.
The conversation at the most recent meeting was a challenging one and focused on how we can meaningfully work together, and we agreed that there is a need to now focus on something practical that benefits all. For the next meeting in July, we will be looking at how we can work on some shared prevention projects at a neighbourhood level.

Prior to this meeting a draft partnership framework between the all partners was developed and circulated for comment. This meeting focussed on the review of the partnership agreement slides from the discussion can be found here
The second part of the meeting NHS colleagues gave a brief overview of changes to the Integrated Care Board and NHS England and there was a discussion about possible impacts locally.

This meeting focussed on key discussions exploring how we can work together better in partnership. The information from these slides will help us to develop a draft partnership framework for the next meeting. Slides can be downloaded here
Discussions also took place on the Cost of Living Fund and a brief on the Adult Social Care Preventation Strategy.

Drawing on the conversations about what might replace the Sutton Compact this meeting will bring together key people from Sutton Council, NHS and charities. The meeting gave an early briefing on the findings of the state of the charity and community sector research. There was then a conversation about issues over the last 18 months and how we can work together more effectively as a system to mitigate the challenges the State of the Sector research identifies and take on the opportunities.
